Based on the data of field experiments in Changwu County, located in the west of weibei tableland, this paper deals with the relationship between corn yields and consumptive use of water. The effects of climate on agricultural production development were analysed and researched in this. paper. The climatic variability in China is a main factor causing the instability of agricultural production. 60 percent of agricultural disastrous area per year is caused by drought, potential effects of other disadvantageous climatic factors may cause food production to decreaes by over 5 million tons. In the condition of 5 percent yield variability, the lose of fluctuation for total food production in 1970's is great more than the lose in 1950'$. In the same conditions of policy, seeds and farming techiques etc., food yield is mainly limited by climatic factors with the development of agricultural production, the reletionship between climate and agricultual production become more and more close. In making agricultural developing strategies, the climatic variability should be taken into accout.

This paper is a study based on the food crops yield data (1949—1988) of per unit area in Zhejiang Province. By using the analysis of spectrum cycle, it analyses the relationships between poor harvest or grievous poor harvest years and climatic damage, and its changes with time. It tries to make the prediction of climatic damage years and its food crops yeild of per unit area. It also advances some corresponding counterm easures.
